Westfield Penrith rezoning clears Gateway determination
A planning proposal to expand Westfield Penrith with two residential towers above retail has reached Gateway determination.
Scentre Group's planning proposal to add two residential towers of 22 and 18 storeys above Westfield Penrith has cleared its Gateway determination, the first formal hurdle in the state planning system.
The proposal at 569-595 High Street would deliver approximately 480 apartments — 15 percent of them affordable — alongside an expanded retail and dining offering and a new public plaza facing Riley Street.
Scentre's general manager of development Stewart White said the project responded to the city centre's transition from a regional shopping destination into a denser, mixed-use core. "Town centres that don't add residents won't have customers in twenty years," he said.
The proposal will now proceed to detailed studies and public exhibition, with a final decision expected in the first half of 2027.
